Are you sure about the spelling? Do you know which language? It sounds like Italian to me, but I'm just not recognizing the words. Help?
If you start to break it up into what might be actual Italian...

...which still doesn't make any sense... something about something valid being next to a cringle (which is something you put a rope through...)

All I can tell you is that it is probably Latin, but I don't think it's spelled correctly. You might want to try a Latin to English translation site and play around with the spelling.
