The upper arm is constructed of 2 main muscles groups, the triceps and the biceps. To work your triceps I'd recommend using the machine press with your palms facing eachother otherwise you'll be working your chest. For biceps do the preacher curl machine (virtually every gym has this and if they don't its not a good gym) and do lots of repetitions to tone that muscle. Also end each workout with a cardio exercise to keep the heartrate up to burn the most fat possible.

Personally, I think doing push-ups is the best thing for the upper arm--both the biceps and the triceps. Plus you don't have to wait in line for a sweaty machine!

I assume you are a man. Biceps curl will add to the "roundness" you speak of, but for a truly humungous-looking arm, you MUST work out your triceps.
Triceps extensions are my favorite:
1) Find the lateral tower (the tall stack of weights with a pully about seven feet off the floor) and use the 'rope grip'.
2) Standing erect, lock your elbows into your hips. Holding the 'rope grip', extend your hands from about elbow height down to your thighs. Keep your elbows in tight to your hips.
If you don't know about bicep curls, you are doing something wrong, my friend...

I'm personally an advocate of free weights. If you are looking to build the upper arm, do either biceps curls with whatever weight you are comfotable with, or triceps press.

Preacher curls and pull ups work your bicep. Dips and pushups are good for your Tricep.
