Happens to me all the time. Your mouse if dirty inside. Take out the ball and clean the little wheels inside. You will see there is alot of build-up of dirt on them. Just use a Q-tip to do this. Make sure that your ball is clean of all debri too, then reassemble and it should be fine.

Woah - your computer has been deeply compromised and hackers are using it to do whatever they want. Re-format your hard drive right away and re-install windows ASAP. Then make sure you put on a Firewall (Outpost Firewall Pro or Comodo Firewall or Zone Alarm Pro), AntiVirus (AVG Antivirus, Zone Alarm Pro or Comodo AntiVirus), Anti-Trojan (CounterSpy and XoftSpy), Anit-Popup (usually the firewalls do good, Comodo has an extra one too), and Anit-Adware (AdAware). Finally make sure you only use Firefox or Opera and Thunderbird. Do not use IE anymore.

download the latest drivers install the driver if that doesn't work try the mouse in a different computer if it's the same problem you'll need a new one.

Clean your mouse.
If this fails change it, these are rogue signals from your mouse.
Happens to me quite a lot.
