Goodwill and some other unscrupulous "charities" cherry pick through donations.
Find a womens shelter- some of them arrive with children and left their homes with no luggage. Those are my best suggestions.

For children's clothes, you can look into your local fostercare system. Foster parents are almost always in need of gently worn clothing, esp. for children that haven't been placed with a family long term. You can also look around for crisis pregnancy clinics that are supported by second hand shops--even if the girls can't wear the clothes themselves, these shops are usually non-profit and the money raised goes to buy things they and their newborns need.

Call your local woman's shelter and see if they have facilities to store clothes -- often women have to leave suddenly, without thinking things through and need children's clothes and clothes for themselves.
