Perms will neutralize themselves eventually but keep in mind the perm solution is still active for several hours.

It depends on if you mean, a Permanent Relaxer (straightening hair) or if you mean Permanent Wave (making hair curly). If chemically straightening hair, after relaxer is rinsed out you NEED to use a Neutralizing Shampoo to stop the action of the chemical and to bring the hair down to a safe PH.
If you mean Permanent Wave then when you shampoo before applying chemical it does not neccessarily have to be a Neutralizing but it should be a shampoo to remove oil build up and after chemical is complete, do not shampoo for 48 hours.
Hope this helps

You must use the neutralizer. A perm solution actually enters the hair shaft and breaks the bonds that cause it to be straight and re-structures those bonds around the perm rod. The neutralizer helps to finish and stabilize the re-structured hair shaft so that you won't lode the curlt he first time your hair gets wet. shampoo won't don anything but wash the perm out.

You have to use the neatralizer for it to take! That is a very important step. If you don't your perm will not stay long. Also don't shampoo your hair at all for 48 hours. Good Luck!

It is best to use the neutralizing shampoo because it neutralizes the chemicals that are in the relaxer.

You MUST neutralize. The first step causes the hair to "remember" how it is laying when you put the solution on, so if you have rods in, it will be curly; if no rods are in, it will be straight. However, if you don't neutralize, then you take out the rods, it will "remember" being straight...so you must neutralize while the rods are still in.
