Here is the situation...
I came to America in 1997, when I was in 3rd grade. I came with my family with some kind of visa ( I don't remember which).. My father and my mother both got social security, but I didn't get one. (probably I am not ganna work cuz i was too little??) Later, we changed our status to E2 Visa.. i am in America by E2 visa because of my parents. I am now turning 18, and I need social security to work. I thought those who have E2, don't they normally get one? But in my case, we changed our status to E2... so what do I need to do?

You may first want to contact an immigration rights organization. The American Friends Service Committee may be able to refer you to one in your area that is low-cost or no cost. See their web site: http://www.afsc.org/immigrants-rights/referrals.htm

Call the Social Security Administration and ask about getting a Social Security "number". I'm surprised that you don't have one if your parents have ever filed a return with the IRS.

You need to call your local social security office with that question.
