Some women do it with out realizing it. And then some women do it because they know the reaction it will cause and is just seeing how far she can push you. This is sad but true.
Now as far a touching the thigh sensually with maybe a lil eye contact or closed lids, this is very much a sigh that she is interested, and if you react to the touch you have just let her know that you are also interested....

It could mean any of the above sweetie, I guess it all depends on the type of girl she is. My guess is that she might be interested in the guy. Touching the thigh is pretty personal. I'd watch out for some other hints like flirting with the guy, smiling at him, and maybe some eye contact. If all of this takes place most of the week, then she may like him.

It could be any of those things. It depends on the girl. Is she a flirt? If so, then it means nothing. It she usually keeps her hands to herself then she probably is genuinely interested in you. Relax and just see where things go.
