Civil comes from the Latin word for city. The government was centred in Rome and that was why the word was applied to the running of the country generally. A civil servant is one who works for the central administration, i.e. the government. It has nothing to do with the word "civil" meaning polite, although that stems from the same source, i.e. someone who had polished manners through living in the city and knew how to behave.

Many consider the study of civil service to be a part of the field of public administration. Further workers in non-departmental public bodies may also be classed as civil servants for the purpose of producing statistics. Examples in this category include some employees of so-called QUANGOs. Collectively they form a nation's Civil Service or Public Service.
