In andorra most of the rooms are based on 4-6 people sharing which brings down the cost
Panorama are usually the cheapest (I've been boarding with them twice now)

I really don't think you can go anywhere skiing cheaply. By the time you have bought the clothes, hired the skis, poles, boots, paid for the lift passes, booked the lessons etc etc etc you have ended up spending a fortune and then you still have to eat and drink. But who cares because it the best way to spend a weeks holiday, so sod the cost!

If you have a big car drive to La Tania in the Three Valleys, France and stay in The Telemark Hotel. Its right on the piste as well. Been there 3 times - awesome and cheap!

Come to Boone, North Carolina. We have excellent skiing and it is not that expensive when compared to other places.

Go x/c and not downhill skiing. That way you only have to pay for equipment costs once and never have to pay for lift tickets.
