Right click on Taskbar(that's empty space next to system tray[clock] ) and untick the "lock the taskbar", now drag and drop the taskbar to bottom.and again tick the "lock the taskbar" so that it dont move again.

Click on the menue bar and drag it back to the bottom. If it wont move, right click on the bar and unlock it.

Click & drag it to the bottom (just like dragging & dropping a file from one folder to another).
To keep it from moving again, right click on the taskbar once it's in place and select "Lock the taskbar."

Click and drag the start taskbar to the bottom again, just like you click and drag files to any folder, to lock your taskbar, click right mouse button then choose lock the taskbar, simple...

The task bar is movable to all four corners of the screen. You can keep it whereever you like. To move it, click on the task bar, hold the mouse, move to the bottom of the screen and release your mouse. That should put your task bar to the bottom of the screen.
