9 months and he has still not told you that? You have to carefully judge if he is really interested in you or not. I hope he is not waiting for you to get fed up with long waiting and lay off. However if you are 200% sure he is interested in you, it's high time time you told him that you are in fact in love with him.

Guys always wait for you to tell them they don't want to seem like their too involved. You should tell him it's been 9 months I think that if you feel it go for it. 9 months is a long time if he doesn't feel the same way then dump him. 9 months is more than enough time to know whether you love someone or not and if you don't then that's not the person you should be with. DO NOT SAY ANYTHING! the way that we are set up (as humans) is that guys are the initiators and girls are the responders. If you initiate and force him to respond if you don't scare him off he will eventually feel bitter. He will feel like one of his rights as a guy have been violated. Here is the succession of the way a relationship should go (for future reference) the guy should initiate a friendship, friendships by nature open up avenues for communication that would be nearly impossible during romance. if you don't lay a foundation of friendship when the passion wears out you will be complete strangers (that's awkward!) then when you can communicate effectively you can allow him to initiate a deeper relationship. I believe that the aim in all dating is marriage and a lot of marriages fail because they were never friends so all they have left is sex. Speaking of which, sex should wait until marriage. statistics say that sex outside of marriage actually produces mistrust in marriage. Now I have followed all of these rules and more and when m;y girlfriend and I first started officially dating, the first day, I told her that I loved her. she knew anyway and now we can chill and just hang out and not worry about passion because we are great friends.

There is no correct waiting time. If he feels it and thinks that you do then he'll say it. If he isn't feeling it then he won't say it. If you say it and he isn't looking for that sort of relationship then he will run, but is it that bad a thing if he does? If he isn't serious about you maybe you should find someone else anyway.

Say it when you mean it. What if he is not in love and doesn't tell you he is? Will you be happy with what you have or will it be the end? I recommend letting nature take it's course. If he wants to hear you say it, you will know.

Maybe he is afraid of scaring you. If you truly love him, I think you should tell him. You just have to figure out if it is the right time in the relationship. Do you think he loves you? Good luck!

If you're really feeling it then be honest. Don't have high expectations though if he doesn't reciprocate. Don't just say it because you want to hear him say it. Expect the worst and be pleasantly surprised I say. Remember they are your feelings. I fhe doesn't say it it's just that he needs more time.
