If it contains seeds, it is a fruit! Even though we think of things like peppers and chillis as vegetables, they are in fact fruits! (But I wouldn't recommend you put them in a fruit salad!)

Fruits are the means by which flowering plants disseminate seeds.[1] In cuisine, when discussing fruit as food, the term usually refers to just those plant fruits that are sweet and fleshy, examples of which include plum, apple and orange. However, a great many common vegetables, as well as nuts and grains, are the fruit of the plant species they come from.[2] Botanical terminology for fruits is inexact and will remain so. The term false fruit (pseudocarp, accessory fruit) is sometimes applied to a fruit like the fig (a multiple-accessory fruit; see below) or to a plant structure that resembles a fruit but is not derived from a flower or flowers.

I think all plants have seeds, but as far as I'm aware the deiding factor to be fruit or veg is where the seeds are.
If the seeds are inside, like grape, apple, plum, tomato then they are fruits.
If the seeds are outside then they are veg, like onions

The difference between a fruit and vegetable depends largely on your perspective.
From a botanical perspective, a fruit is the mature ovary of a plant, such as an apple, melon, cucumber, or tomato.
From the common, every day "grocery store perspective," we tend to use the word fruit with respect to fruits eaten fresh as desserts - apples, peaches, cherries, etc. - and not to items cooked or used in salads.
So, tomatoes tend to be lumped in with vegetables because of the way they are used (cooked and in salads), but botanists will call them fruits because they develop from the reproductive structures of plants.

You most think that if it has seeds, it's a fruit, but it could be either.

Nothing to do with seeds (cucumbers have seeds inside, strawberries have them outside).
