They are in a "tie". This is when the male dog ejaculates into the female, and this tie assures all sperm meet their destination. The bulbous part of the dog's penis expands during the thrusting stage and is basically stuck inside the female until ejacualtion is finished. They are not in pain, this is perfectly natural, so leave them alone. It is painful for both the male and the female dog if you try to separate them obviously. This means you may have puppies on the way, but not always does one mating take. Some dogs will breed 2 or 3 times until it takes.
If you intended to breed these dogs, I recommend you buy a few books or get an experienced breeder involved. If you did NOT intend to breed these dogs, this is why spay/neuter is such a big deal. I would recommend you keep your female inside, and watch her VERY CLOSELY for the next 6 weeks. Feed her puppy food just in case she is pregnant. If she begins to gain weight all in her belly, take her to the vet for an x-ray (depending on the breed, you can see skulls/spines at this point) to confirm the pregnancy. After that, you will NEED to either get a housecall vet, or a very experienced breeder. Whelping puppies is a messy and dangerous business, and you will need all the experienced help you can get.

You will have puppies in 63 days. That is normal. That is how dogs mate. And hot water is only going to hurt both dogs and cause you an expensive vet bill.
They will separate on their own after 15 to 45 minutes. Give them some privacy.

The males penis has a bone in it which can pivot 180 degrees. When a dog and bitc.h mate, the penis swells inside the vagina to prevent the sperm leaking out. This helps insure that males sperm fertilize the most eggs.
You don't separate them. If you try, you will harm both animals. Nature has to take it's coarse.
Get your animal neutered.

when dogs mate they do turn around and face the opposing direction after they have 'coupled'!
Do not throw water on them as you could injure both dogs if they try and pull apart at that point.
Just leave them to get on with it and then take the dog to the vet for an injection if you do not want puppies.

Not hot water, but warm water. I just don't watch them, it's something dogs do when they get busy, they get stuck for some reason.
