that depends on the situation. in one country that is considered a marriage proposal, in two others it means you need a new cow, yet in a couple others that is the accepted ritual of puberty but only if its done with the left hand during the second moon of the summer solstice. yet you still have to be careful because in quite a few countries it means your about to get your a** kicked

One slap is rude.... proper etiquette would require that one slap be administered to each side of the face with equal velocity and impact - paying special attention to not favor one side or the other.
After completion of the slap, the raw beef liver should be quickly brought down to the left side of the body with the left hand so that the right hand can be made readily available for a possible "thank you" hand shake from the other party.

Nah, liver is ok. It's when you slap them with a fish or pelt them with rocky mountain oysters (bull testicles) that it's considered rude. And even thats not rude if your just one upping them because they slapped you with a cows tounge. Well good luck. Oh and remember to tell them "Good day sir!" in a rude tone as you walk away with your nose in the air after slapping them with beef liver.

As far as European manners are concerned, it is rude to slap anyone with anything, let alone a piece of meat. The only time it was conventionally acceptable was if it was followed by a challenge of a duel. but even then, not with raw meat. To slap someone is considered the greatest insult.

Depends on the person, and the customs of the place/people you're dealing with.
It's quite acceptable to slap someone of an Islamic background with a fish, for example, but most certainly not with any porcine meat product. On the flipside, an Indian would object to you using a piece of cow-based product, but a chicken would be acceptable.
I, being Welsh, would welcome being smacked about with a firm piece of lamb rump.
