1. Bus company, if the company is privately owned.
2. School principal.
3. Superintendant of schools.
Suggestion, if there are children old enough on the bus to use a video camera, have them take a few moments of pictures every day for a week. The evidence will be proof it's not a one time thing, but something that happens frequently.

I would start with the bus drivers' supervisor. It's probably listed in the school system directory. If you do not get any resolution there, then you should see the principal of your child's school for further action.

Contact the Transportation Department within the school district. The principal has no jurisdiction over the driver, and will ask you to contact the Trans Dept. You may call and file a complaint and they will look into the issue, and if you request it, they will call you back with a resolution, if one is made.

I would first contact the transportation office ask to speak with a supervisor, it that does not eliminate the situation or you do not feel as though you were heard. I would call the school administrators office and speak with the head administrator. Good luck, children should be safe riding back and forth to school.

Look, if you are so worried, drive your kid to school yourself. Or pay for a taxi. Trying to enforce rules like that will definately endager the children's life.
The Bus driver's primary consern is driving, not disciplinary actions.

Start with your school principal. They will refer you to the city or company who manages the buses. Once there, support your complaint with specifics. If that doesn't work, call the NewsChannel in your area and let them know there is a story to be had by exposing bad safety practices.

I have had to do this myself... call the board of education and report your problem, they'll work to resolve it rapidly! You will need to have the bus # on hand. They may also ask you to call the bus garage to report the problem to the supervisor there as well.
Good Luck,
M.M.
