I want to fine out the name for the ceremony where the people travel to the temples and have their heads shaved and painted with sandalwood paste, i dont mean the ceremony when the baby or childs head is shaved before they reach 4,

Tonsure or hair offering. It's done to get luck or express gratitude. It must work, too--the winner of the Amazing Race, a couple seasons ago, was a woman who did it!

Also, the temples where women offer their hair make money by selling it for wigs and extensions.

Basically ,
There is no specific name to this ceremoney.
Lord Vishnu is worshipped in the form of Govinda at Thirupathi temple.devotees go on a holy pilgramage to this temple.
During the month of "Purratassie" (mid Sept - mid Oct) - hindus observe a strict fast/period of atonement - in the worship of this diety.
On completion of the prayer,devotees shave their heads , as a symbol of atonement /fullfillment , freed from ego / lust. etc.
The use of sandal paste on the head has medicinal properties.

umm i dont know the name but it's usually done at a Lord Murugan temple during the Thaipusam festival.
