I guess it's China. China has many many dialects - Mandain, Fukienese, Cantonese, Hakka, Kiangsi, Hunan, Tibet/Burman, Miao yao, Mongol, Korean.
If you think that's few, consider the parts. Every parts of China has different dialects ie. in Beijing most people speak Northern Mandarin while in Nanking (close to Shanghai) most people speak Mandarin of Lower Yangtze.

While all the people who chose India may be right, the one who mentioned Papua New Guinea was definitely wrong. There are in excess of 700 languages spoken in Papua New Guinea, which makes it the country with the highest number of spoken languages in the world.
