my friend lives in a personal care home (not a very good one) and really expensive, he would like to move to a better care facility for a cancer terminal patient. he is only about 57 years old

Cancer is not terminal.

Call his insurance carrier and they will give you several names of places he could go. You then could go on line or call the Better Business Bureau to find out if any one recommended had any complaints. This way you will know if they are reputable, although if his insurance recommends them they probably are as they would be liable if they weren't.
