The peeling starts off as black discoloration the size of a dime on the normally chocolate colored feet and fingers (especially index finger). These dont itch, but soon, the discolored skin dries up and starts to come right off, painlessly. I apply foot lotion every day but have not noticed any changes. I have also noticed that this gets worse when the dry season (now, in septemmber) arrives.

Get some kind of Oil like baby oil or Olive oil and u will see the difference.
When taking a shower rinse with hot then cold water.
Soak in olive oil bathes.
If pain, get some aloe vera.

Could be eczema/psoriasis - 2 different, but vrey simliar things.

They cause itching, though - at least in my experience.

Go to a dermatologist - that would be your best bet. Hopefully you have one near. Good luck - Used to have eczema and then I moved to a more humid climate and that and steriod creams have gotten rid of it - but yeah - annoying.

The most likely condition is simple sun burn, or worse, skin cancer, such as melanoma. Seeing a qualified doctor would be the best course of action.

You really need to see a doctor for that. What can we do but give you some diagnosis that we just thought up or guessed, You need to really go see a doctor.
