There are plenty of on-line places where you can meet people, or at least meet them on-line. I'm sure that you can Google friendfinders, or penpals and get a huge list of possible places to go to.

There are many of these sites that don't cost anything, but you do have to register for free. Many of them restrict how much access that have unless you pay for special membership, but you are still able to meet people.
