I dont think shepherds are necessisarily stronger but they are smarter. but its up to you and the time you put into training also lets not forget the mutts of the world they can be sharp but in my life shepherds are number 1

The world record holder some years back for weighted sled pulling (http://www.tsamc.org/tsamc/faq/FAQ.html ) competition was a Rottweiler - I don't think any GSDs are usually used in those competitions. It is primarily dogs like Rotts, Pit Bulls, Newfoundlands, Malamutes and Greater Swiss Mountain Dogs. Just the draft dog type build should tell you Rotts are stronger - they were also used to pull carts & haul freight, which GSDs never were. As far as smart, both are very trainable for obedience & schutzhund/police work. The police were starting to use Rotts in the 80's, but I was told the reason so many stopped was because of negative media coverage of Rotts tarnished the breed's image, so they decide to stop using them for PR reasons. Sad.
A closer dog to compare with the GSD would be another breed that is gaining popularity with US police use - the Belgian Malinois: http://www.akc.org/breeds/belgian_malinois/index.cfm - they have less problems with hip dysplasia, degenerative disc disease & wobbler's syndrome than the GSD, because of lesser popularity/less bad overbreeding.
Other breeds used in other parts of the world that make excellent Police dogs that are not used much in the US: Bouvier De Flandres, Giant Schnauzers, Airedales, & Boxers.

Both breeds are used for police work, meaning they're protective, even my german shepherd turned out to be a guard dog without training. I've heard rottweilers have an affectionate side, although all dogs are different and each of them are unique, good luck with your new friend :)

German shepherd and rottweilers are 2 different breeds of dogs bred for different purposes. Comparing these two breeds is literally like comparing apples and oranges. Each of these breeds has specific and unique purposes that the other is not intended for.
While I am personally fond of Northern/Spitz breed dogs (German Shepherds are numbered among this group) it would be unfair to say that a rottie of similar quality was inferior.

Well as you may have herd German Shepherds are very strong,
but I don't think a Rottweiler is weaker than a German Sheperds.

The 2 breeds are bred for different purposes. I think that Rotties are less used as K9 dogs because they tend to be more reserved and will perform mainly for owners that they respect. I don't think this is a reflection of their intelligence. I have 2 mix breeds and one has more of a GSD trait while the other has more of a Rottie trait. Both were equally easy to train and are intelligent but the GSD mix is more eager to please while the Rottie mix has to think it was his idea in the first place and will test you at times. But personality and temperament wise, I prefer the Rottie-mix.

rots are bigger and stronger but ive been around a lot of both breeds and there are some real stupid dogs in each

I have had both and I think it depends on training and breeding.
They are both excellent breeds and both are very smart.

doge are as smart as you train them to be rott's are guard dogs but i like Shepperd's tool
