It depends on why the mother has a mental handicap. Some handicaps can occur in the child too while others are not inherited. Some mentally challenged mothers are fit to be parents, others are not and need help to raise their children.

It doesn't always mean that the baby will be born retarded although they run a higher risk than those born to normal mothers. Is the father retarded too? If they are both retarded then the baby runs an even higher risk of being retarded. Have you ever seen the movie with Sean Penn called I am Sam? If not go to your local video store and rent it. He is retarded but his child is fine and he tries raising her. It's a really good flick it can answer a lot of your questions.

evaluation of their competency to raise the kid- perhaps w family help would need to be done. If the person is incapable of course a foster home would have to be found. If the person is retarded severely or moderately I've seen they lose interest in the baby quickly after the birth. This would depend on the specific person of course in how the brain is working.

Believe it or not, some babies come out perfectly fine with no traces of their mothers or fathers mental problems.

I can only answer from my own experience. I have a " friend " who is mentally retarded noy totally though. One of her daughters is totally deaf and the other daughter is retarded like her.
