Public Services are both private and non private, and can be offered by both local and central government and private organisations. A Statutory public serivce is one that is run by the government and has to be provided by the governmet by law e.g. the Police, a "private" or unstatutory public service is one that the government doesnt have to make or run due to laws and is usualy a charity or is funded by the monarchy (Queen and that) or buisiness sponsors e.g. RSPCA
