If you have other stuff which requires microsoft .net framework, try removing that first....

Format the PC using Bootable Windows CD.

You can download a software : Ashampoo uninstaller from download.com.
Its a trial, but still you can use it for few days.
Use it to uninstall any program.

Answer me if it works.
