Speaking a particular language is basically to improve your career prospects or personal/social relations. Before learning to know how to speak a language effectively you need to understand why do you want to speak that language. Some pointers would help you to understand this:
1. Are you looking for a new position/role at your workplace?
2. Are you relocating to an English speaking country for professional pursuits?
3. Do you intend to learn English for personal satisfaction?
4. Is your current level of English (I would presume that you know how to converse in English) not right enough to let you do what you intend to.

Once you've decided on the above pointers, you could then do the following to improve your English/have more command over the language:
1. Read English Daily's.
2. Watch English News Channels and Shows.
3.Select a few people around you who could be your mentors.
4. Make it a point to talk to your mentors only in English and make it clear to them that you would look forward to a frank feedback from them.
5. If you wish to, you could join an English Speaking course.
6. You can use the internet to a great use. Browse through various sites, blogs, articles etc as much as you can. If you are an avid Chat enthusiast, enter only english speaking chat rooms.
7. Try to talk to yourself in english.

While you do all this, please bear in mind that there would be people who might poke fun at you and would want to demean you, however, you would have to be strongly willed and come up against all odds to attain fluecy. Last but not the least, you can get a good grasp on any language the moment you start your though process in that language. Make the language an inseperable and important part of your life.

I wish you all the best!

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the internet. The BBC and the British Council offer a number of online courses which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

Reading and writing English is not so problem for most people, but the most common problem is english speaking. I suggest you two methods.
1. Choose anybody close to u and make a decision to make conversation with him only in english.
2. Select any wall picture in home or office. Speak loudly about the different things you note in that.
e.g.
There are two persons in the picture, there is a huge tree in the picture, three women are going towards the well, they have utencils in their hands and it seems that they are going to take water from the well. etc.
Next select another different picture and start again.

Make a habit of reading aloud the books and magazines you now browse through. Note any word where you are not sure of the pronounciation. Check the Dictionary and learn the correct pronounciation. After about ten days start discussing the new learnings with close friends. Use small sentences to begin with. Listen carefyully to the News Broadcasts of All India Radio and Doordarshan.

to learn a language you must use it. for fluency you must find words and organize them into sentences. for comprehension you must practice trying to guess meanings from clues in the context. the more you exercise these 'muscles' the stronger they will become. for vocabulary you must memorize words and phrases using visualization, and writing and then use the words in your fluency practice. you must practice correct pronunciation by listening and trying to repeat what you hear. structure and grammar is the last skill and the least important. it's possible to communicate your ideas without perfect structure. this skill will improve gradually as you develop your other skills. i am sending you a site with many suggestions on how you can use English.
