It's always busy, I'm afraid. Terminal 3 is African and Asian arrivals isn't it? Early mornings (before 11am), late afternoons and early evenings (between 4pm and 9pm) are the peak times. Monday's and Fridays will be the worst, but even Wednesdays (the "quiet" day) is mad in Heathrow.

You should ask when is the busy time, rather than day. The best time is about lunchtime/ early afternoon and (very) late evening. The order is Early - all long haul flights come in and late morning all longhaul flights go (bedlam). Evening, flights from USA arrive and some from Far East. So there is a quiet(er) bit in the middle as only Turkish and SAS use T3 for more local services. Stragglers come in during the evening!
