what is the simplest way to recycle raining water with low budget;especialy for villagers?

we have the low or rare raining in summer and need a lot of water. so how do we reuse the rain water with purified in less cost.

Boil it to steam, collect the steam into water again.

Perform tantra of naga to make rain.

type in water from air. in search,there a couple company, that sell mechine that do get water from air, and have sold large mechine to some islander/(work best high humidity
