I've tried expensive & cheap and strangely the best liquid liners are cheap! Rimmel and No7 are really the very best.
A trick for you always look down towards the mirror, the brushes on these are very fine, start above your iris and go outwards, come in from the outter corner to neaten it if you like. Try and make the lines as thin as you can, because you can always build them up if you make a mistake. Keeo your elbow tucked into your body for steadiness or lean on a table - very important!
Even practice some night you're staying in, once you don't try to hard, relax, you'll get it - no more pants!!

Hi there - I have used all sorts of liquid eyeliners and spent a fortune on Dior, Benefit etc etc in the process but I have to say that the best one and easiest to apply is by Rimmel and costs about £3.50. Its called an Eyeliner pen and it has a cone like tip which means that its really easy to apply

Merle Norman has an eyeliner that is a cream that you apply with a thin brush. It comes in the prettiest colors and it is waterproof. It also stays in place all day. It comes in a little tub and it lasts forever! It is a bit pricey, around $14.00 but it is well worth it.

The best eyeliner I have ever used is Cover Girls perfect point plus. I have used it for over 20 years now. It is the best.
It is not liquid, it is a pencil that you don't have to sharpen. You just twist it to use it.

For me, the easiest to use is 'Rimmel Exaggerate'.
It only costs about £4 and is a lot easier to apply than some of the expensive brands.

Just from personal opinion here....I'm a makeup fanatic, and my answer is that there is no such thing as a best liquid eyeliner! I suggest you stick with the old fashion crayon eyeliner.

easy peasy go to boots and get a rimel liquid eyeliner its in a small pot and has a felt tip end so you cant mess up like the ones with brushe ends. i swear by mine
