why can't they evolve to get legs or breathe on land?

that's how god created them.......but if what you say came true....land will be filled with creatures that live in land + evolved creatures from the sea...& the sea with nothing!!!!!
so leave these things that god chose for them to be like the way they are..cause god knows what's better for what he created....

Fish have already evolved. 30 billion years ago the first fish did get legs and come unto land. They evolved into animals, and even humans.
The fish that are in the sea, are adapted to live there. If they had to come unto land, we would have had a 30 billion year head start. It's pointless for them.

Well, my guess it that it's all about survival of the fittest and so the animals that we evolved from must have been much more advanced and adaptable than the fish we have nowadays.

because they don't have lungs...they only have gills... they cannot breathe on land to get oxygen
