I don't know what airline you are flying on that they will not allow pregnant women in their third trimester to fly.
Whether a woman can fly or not depends on her doctor more than anything. They like women to consult a doctor with most travel when the due date is coming close. If her doctor says she can fly, she can fly. Even if a doctor tells her not to fly, the woman can fly anyway if she would like to disregard her doctor's orders and take the various risks involved in flight. Not that there are a huge amount, but doctors tend to like knowing and seeing their patients when the due date is close.
When I was pregnant I had to clear nearly every trip I made with my doctor and I was only travelling by car!

Each airlines is different. Usually you can't fly after 36 weeks....that is the norm. But they airlines usually takes the word or the passenger...so they can lie if they really want to get on a plane.
