you have to be the host of table.top left of screen it says invite/boot open it click on id click boot.

If you are host just click on boot on the options console and highlight their name and boot them. If you aren't host, ask the host. If they won't I would be suspicious of cheating if host and his partner are allowing kibitzing. Otherwise the person isn't hurting anything by just sitting there. Chances are they started another game and aren't even really there. And if they are talking to somebody just try and ignore it as to not start a fight.
