I'm an ex washer engineer, u would have to specify what the problem is, ie what is it doing? what is the make or model, does it make noises? does it surge? does it work at all? You didn't specify a model, but the one that just takes the powder and does nothing after could be the heater if it's a Hotpoint, (does it start to work if u press in the economy button?) could also be a carbon brush motor fault or even timer, The non rinse one could be a faulty cold water inlet valve (cos that when it needs the cold)
Depending on your area a good engineer should charge anything up to £50 dep on the fault.

the one that does not rinse there could be a blockage , there is normally a flap some where with a knob inside that you can remove to see if there is anything inside , remove the blockage , screw it back up and it should be OK, the flap should be down the bottom right hand side

Are you saying, " They DON'T seem to work"..?
Could be anything!
Restraining bolts not removed, drum dislodged, pump broken(quite common), blockage in soap dispenser, hair or other objects. All can cause stoppages!..
..Good luck!
