She is in trouble. She might need help. Persuade her to talk to people, preferably a counselor. Be a friend, support her. She may want to file a complaint (at the police) or it might be difficult for her because that guy is her father. Speak to her. If all fails fin a teenage crisis hotline number in your area. Tell her that it's not her fault. Let her know that she isn't alone.

How old is she? If she is under age why is he allowed to be in her presence? You need to talk to her and ask her. You need to report your feeling to Child Protective Services. Maybe this is something they need to know. It's the law that he should not be allowed around any children. He has a Adult Probation Officer that needs to know too. He should be in prison as far as I'm concerned. Do the right thing and protect your friend.

She needs to alert the authorities so they would aprehend her father. Maybe she could move in with a trustworthy family member or friend. Did she get therapy also?

you need to talk to her and ask her if it's true. this is dangerous stuff so you should call the police or at least a counselor to talk to her. Let her know that you want to help and she doesn't have to be afraid.
