I have heard it both ways. Since it was written during the war, it was probably meant to paint a picture of being home. It was written to cheer the soldiers. When you mention the words "presents" and "tree" together, you think about kids opening toys on Christmas.

Presents on the tree in the meaning when you are hanging cookies on the tree and chocolate and other edible things.......or even the crackers cause they contain little stupid useless gifts....cost the bomb but the kids still want em every year......load of rubbish they are unless u put your own little gift in em..

I think this song was written around one of the Wars and back then they probably didn't get as much as we do today. So they probably did hang the present on the tree.

I think in this case, it's just for the sake of the beat of the song. You know like "Angels we have heard on high, sweetly singing o're the plains" I'm not sure, but this makes sense to me! :)
