I have a 5 gallon aquarium and I just put a neon tetra in, and now it is doing barrel rolls around the aquarium. What does that mean?

Sounds like it is majorly stressed out. What are your water parameters? (i.e. Ammonia, Nitrite, Nitrates, pH)?
