your weekly pay = £211.54 (11000/52)
remainder = £360.46
divide by 4 = 90.115 or 90hrs 6 mins approx
divide 90 by 37.5 working hours for the number of workers weeks
and hours remaining give 2 full weeks(75hrs) and 15hrs over which is equal to 2 days work of 7.5 hrs
+ the 6 mins left over which im afraid won't pay tax or NI for either of your workers.

There are 52 weeks per year.
Your weekly salary is then L11,000/52
Subtracting from money available,
A=L572-L11,000/52. At L4 per hr, you can pay for
H=(572-11,000/52)/4 hours.

This is a relatively simple test. If you cannot work it out you really need to return to school until you can work it out.
