"Conflagrationary" I don't believe that this is a word so let's look at a few other things.

Conflagration is "cause to start burning" and I believe that the word that you were actually referring to was conflagratory which in the contexts of speaking, such as "His conflagratory statements only made the people want to riot" means that those statements created a "burning" with in peoples minds i.e. found offensive et al

Well, a conflagration is a large, out of control fire. I'm not really certain that conflagationary is an actual word. If it is, then it would probably mean like or having the qualities of a conflagration. Again, though, I don't think it's actually a word.

Its the verb form of the word conflagration which means an extensive and destructive fire, hope that helps.

well it means a very great, extensive and destructive fire which is normally out of control.
