I'm not sure I get your question, but from your other questions I've read of yours, I would say that 'THAT', is the Eastern Religions/Spirtuality of God. So the ultimate God would include both evangelists and non evangelists, just as the earth includes both good and bad people. However, I don't quite understand how you are using the word evangelist in your question. An evangelist is one who preaches about the God specifically of the bible, so I would say no, God is not devoid of evangelism, however, is 'That' devoid of evangelism? Kind of, but the only reason is because 'That' is Eastern and the Bible is Western philosophy. However in my opinion those two concepts are the same, they are both refering to the supreme power that started life.

Your wording is strange but I have to go with No. And Yes. In that order as the "ultimate" is in fact ultimate and all inclusive.
