California, New York, Texas, Colorado, and Florida.
There is only one catch: since freeways are being built every year, you have to keep up with new roads! And you can't copy from other map vendors, unless you want to end in court!!

I would suggest going with the five most populated:
California
Texas
New York
Florida
Illinois (although Pennslyvania is very close)
