Has the pigmentation formed after the eruption of pimples or is it from birth?

Anyway, the home made medicine is this. Take teaspoon of coconut oil and slightly warm it up. Add three drops of lemon juice and Tulsi juice. Mix it thoroughly. Wash your face with plain water (do not use any type of soap). Apply this mixture in the evening with the two middle fingers in a clockwise rotation.
Leave it for half an hour. Then wash the face again with plain water. Let the residue be there for the night. Please do this for ten days continuously.

Sounds like birth marks to me....if so I doubt any "home brew" is going to alter genetic birth issues.
