Numerous sites offer free website hosting.
Now, we all know you don't get something for nothing (even TV and radio--you watch and listen to ads, right?) and it's the same with a free website. So, there will be some ads on your website, but so what, right? These days, the ads are usually even connected to what your website is about, so it's not even that bad.
You're already a Yahoo! user, you might as well get yourself a free Yahoo! Geocities website, you've already done the first part, which is to get yourself a Yahoo! ID.
So just go to geocities.yahoo.com, and click the big yellow Sign Up button, which is the free one. MSN and other sites also offer free websites, and you can find them on msn.com and elsewhere.

Two aspects - Building it, and hosting it.
Second first - use any of the free hosts - such as yahoo geocities, lycos, - search for free web hosting on google and take your pick.
Building it - well, Microsoft frontpage gives you the option of making it like a word document. Or better still, make a word docuemnt and save it as html.
Lycos and Geocities also offer free site making tools.
All the best
