Gandhi's formula might not work in todays world. You have to b tit for tat...i.e if someone spits in front of u immediately u spit in front of him...u c this will definately work..try out

hey in virginia beach if you get caught spitting in public, on a road, street, etc, u can get fined $100

As Gandhi would have said "Clean it up...and let the person see you cleaning up his spittle and he will be embarrassed by it." If we have enough patience, this could work but in today's day and age, we'd just call him a jerk and walk on.
