For example.. I make a database and web page using MSACCESS... when encode to that webpage... it automatically update content of the MSACCESS database.... how can I access the webpage from other computer.

You need to be more specific. Are you wondering how to post the database on the web for public access or how to write a web interface for your MS Access database?
I will assume you have made a database locally on your computer and have used it there now you want to make it available to anyone on the web. Simply find a hosting company that supports MS access. I believe GODADDY.COM does. You post your database and code to your purchased allocated space. Buy a domain name such as www.mymsaccesssite.com and you are good to go.
