Noseless is correct. How long he'll last can depend on his current living conditions, his genes, the conditione he was kept in at the store, etc. I don't know if you'vebeen to the pet store yet, but even if you have you might need to switch meds if you have one that ineffective for what he has. Protuding eyes is popeye, a bacterial infection. The best med for it is Kanaplex/Kanamycin (online only), as it's best for any range of infections and easiest on the fish, but you need meds ASAP. I'd order the Kana but for the meantime pick up Jungle Fungus Eliminator or Clear (I like the powder kind better than the perforated pill, but that's just me). You can find it at PetCo/PetSmart. He needs a broad-spectrum antibiotic, so if you can't find that pick up Maracyn 1 and 2 (yes, both, since each only treats one type of infection). They're also at Petco, PetSmart, most local pet or aquarium stores. Maracyn is recommended least of the three because it's been around a lot longer and sometimes doesn't treat current infections and because it's not as potent. Please don't use anything else (erithromycin, penicillinn, bettafix, etc.) as it's either herbal and not a real med and he needs a real med. If he's in a cycled tank, take out the carbon or it removes the med. With any of the above meds, you can treat daily for 3 days (doing the appropriate water changes needed for your tank size, 100% if not cycled follow bottle instructions in for a cycled tank) and retreat if necessary for another 3 days. Usually, bacterial infections are caused by poor water conditions or cold tank temps. Here's some info. so it can likely be avoided down the road: 1) He's could just be old (as in pet store old, not old-age old). Some pet store bettas age prematurely because of the poor conditions they're kept in and tend to get ill or old a bit before their time. One way to tell if he's actually old it if his head seems a bit too big for his body, he gets VERY thin or his anal and cadal fins (tail and under fin) are beginning to grow together-that's a pretty good indicator. 2) Water changes aren't being done frequently enough. I don't know what size he's in, so he's a general rule of thumb: 1 gallon: 100% water changes every other day; 2.5-3 gallons: 100% water changes 2-3 x's/wk.; 5 gallon:100% water changes 1-2 x's/wk. 3) He doesn't have a heater. Bettas need constant temps. of 78-80 degrees as they're tropical fish, so he needs the following: 1 gallon: 7.5-10 watt; 2.5-3 gallon: 25 watt; 5 gallon: 50 watt. When their water is too cold they are more prone to illnesses; bad digestion and problems; being lethargic; and color loss.

pop eye can develope for many reasons. one of them is bad water quality. If the fish was living in poor conditions and developed this disease, it may not survive. If the fish was in good health, and has been eating good, high protein food, like blood worms. If he is in a proper sized aquarium were he got decent excersize from swimming, If he has a heater and filter, chances are he could live a full life, though he may lose one or more eye. If your fish was in less than Ideal conditions, try to correct them ASAP, he may still be ok, bettas are very hardy! Do not try to treat him with melafix, it can kill bettas. Add an air pump if you dont already have one, Bettas can breath air from the water surface through their labrynth organ, but if he is feeling sick he may need to rest. If their is plenty of oxygen in the water, he will not need to swim to the surface as often.
