First up, you should be able to attach the Notepad document to an email, as it is only a text (.txt) file. These are the most basic files around, so you, the user can see and write on the computer.
I presume you have a new mail message read to send, if not, read the next section.
Click on 'Create Mail' or similar to get a 'New Message' window to pop up.
Place your sisters email address @ in the 'To:' text area / section.
Place a subject in the 'Subject ' text area / section, so your sister will know whats its about. Perhaps a short description of the notepad document.
Place a message inside the big text area saying something about why you sent the email and that you have attached the document.
Now, click on the 'Insert' menu, and then 'File Attachment...'. You should then be able to select the document from your desktop.
If your problem is not in how to get the attachment, just that it will not allow you to attach it from this box, one thing comes to mind.
Is the document still open in Notepad. It may not allow it as it is still being used. Close notepad and try again.
If it still will not work, you can always work around it by copying the text in the Notepad Document and pasting it in the email message. This also will stop other email services from blocking the attachment.
As to your security settings, it should not affect your ability to add an attachment, just stops you from getting attachments from email sent to you. Where are they, select the 'Tools' menu, select the 'Options...' menu item, a pop up box titled 'Options' should appear.
Click the 'Security' tab, but I would not change anything there.
A cache is used to hold files that may be used again. This way, you do not have to download those files when using them. A lot of research has gone into them to see how to do it better, which pages / files are more likely to be needed, etc. Have no idea where it is, except to say it is internal to the program. Do not worry about this.
Why would you want to unarchive temp. internet files. If you are having a problem with the Internet cache and temp files, which it does not sound like, then you would be best of using the 'Disk Cleanup' tool with MS Windows XP, if you have XP. Again, do not worry about this.
If the problem of not being able to attach files to Outlook Express continues, or is the problem, I would recommend you find a computer guy who knows what they are doing to help you.

save the notepad doc first in a folder like My Doc etc. Then in outlook express window, you click on the attacment icon (papaerclip); you can also find the said icon in the insert menu.
To disable your security settings, right click on the security icon in the system tray (system clock) & select disable.
If you are referring to clearing cache in the browser, this is how you do it. Granting that you are using IE browswer, click on Tools > Internet options > under temporary Internet files, click on deleted cookies, delete files, & then clear history >>>APPLY

just save the notepad file and select attachement tab and just attach that notepad file to that and click send
there will be like url appearing to ur sister by clciking that she can download ur note[pad file
