I have just set up a web server using tomcat, and want others to visit my website through a meaningful url rather than a meanlingless 202.X.X.X.
How should I do?

Why don't you register a domain name, and have your IP address
automatically reroute the traffice to your chosen domain name?
You choose something meaningful and register it, assuming your
domain name isn't already active. dot.tk is a website where
you can free toplevel domains. It is used to help promote
Tokelau.

You need to register a domain name.

This isn't part of your question, but if you are running this on a home internet connection, your agreement with your ISP might not cover running a server, and many of them block the standard ports.

you should either use domain name and point it to your server or use subdomain. What you will need is a dns server running and a record pointing to the web server
