The short answer is "because they like the females rear end"
The Long answer:
Most men are not aware why they find females breasts and rear ends attractive and feel the urge to stare.
The Breasts takes them back to their most secure stage in their life... being breast fed by their mothers. Also, it signals the ability to have offsprings as they can now breast feed.
Developed rear ends signal the ability to bare children.
These developed body parts signal the ability to reproduce by females to males.

Biology. Women need to have fat reserves to bear children. (Lady marathon runners are so wiry their periods stop; their bodies know it is no use.) Men are programmed to reproduce. (So are all the rest of us male vertebrates.) Men's eyes are drawn to the place most women store fat reserves. Their brain stems are choosing potential mates.

Actually, it's fairly simple. GOD made women beautiful so we men would like them and like to look at them. AND, he made women stupid so they would like us back. Can you think of any other reason they would like us with all our flaws?

Because they like to look at our gorgeous bodies... I would have thought that this was fairly obvious. There's nothing wrong with looking respectfully, as long as they don't touch in my opinion.
