You can use bootable disk to do that.Set the CD /DVD as the first boot device.restart the computer.When it restarts it asks you to press any key to boot from CD .press any key.Follow the given instructions.If you are using windows XP bootable disk,It'll ask you for do a format.You can follow those simple instructions and format your SATA drive without any problem

The windows installer cd stays in the cd-rom during installation.
The installer only looks at a floppy disk drive there is no option to specify location. Press F6 when asked for additional drivers.
If you buy a new Windows XP software, the SATA drivers are included with the latest versions.

You often need the floppy disk with the drivers on it. Although you could put these on a bootable disc.
The best way would be to start the Windows XP setup. At the very start you can press key (F8 I think) to install SATA drivers. Insert your disc and try that.
