It looks like the salt is just sitting on the sand....and sticking to the side....is this normal? Once again I just set up about 4 hours ago...water is still cloudy

Salt dissolves fairly quickly, but it takes longer for some of the other minerals to dissolve. You are just going to have to be patient.
When you mix salt water for a water change, you will have to start the night before and mix it in a container. Buy an air pump and stone and leave it going all night to finnish mixing the water.

It'll take a while don't add anything living until it's mixed. From now on mix your salt water ahead of time, use an airstone and make sure it is disolved before adding it to the tank. Otherwise you will kill stuff.

yeah it will take awhile for every thing to run right...make sure you let your tank run fro at least a day with the filter on before adding any fish.

Also be sure to test the PH balance of the water...
