Pipet, but there are exceptions to this.
For large volumes, a volumetric flask is used. These are standardized and are very accurate in the 10 liter to perhaps 25 mL range.
For smaller volumes (under 100 mL), there are special pipets called volumetric pipets which are very much more accurate than any graduated cylinder.
There are also micro-pipets which can measure microliter quantities.
The typical graduated cylinder is really a very crude device in comparison. But just consider, since even a typical graduated pipet is smaller in diameter and so will make a bigger difference inside the tube as compared to a larger diameter cylinder.

i would have to say the graduated cylinder, only if you are trying to find the volume of large amounts of liquids. the pipet can accurately measure a small amount of liquid that is about less than one small drop we can make ourselves

The more accurate measurement is in a vessel of smaller diameter. Therefore Pipettes generally speaking are more accurate than graduated cylinders, and slender cylinders are more accurate than cylinders of greater diameter.
